On May 4, 1966, by Resolution No. 357, adopted by the Council of Ministers of the Ukrainian SSR on the proposal of the Archival Administration under the Council of Ministers of the USSR and creative branches of the republic, the Central State Archives-Museum of Literature and Art of the USSR was established. In order to implement this resolution on May 13, 1966, at an official meeting, the management of the Archival Administration under the Council of Ministers of the USSR adopted a resolution on the creation of two working groups. The first, consisting of S.D.Pilkevych (director), I.L.Butych, P.D.Kirichenko, M.G.Savchenko, I.Ya.Kosarev and representatives of the Ministry of Culture and Creative Studies of the Republic, was commissioned until June 1, 1966. to consider the structure, states and other issues related to the creation of the SSDMLM of the USSR. The second group, consisting of M.I.Teslenko (director), V.S.Konovalova, M.O.Miserman, G.S.Rybalky and representatives of the mentioned ministry and creative sources, was instructed in the same period to develop the Regulations on museum archives.

O.T.Gonchar actively contributed to the establishment of CDAMLM of Ukraine as Chairman of the Board of the Writers' Union of Ukraine. In a letter to the Deputy Chairman of the Council of Ministers of the USSR P.T. Tronko dated March 5, 1965, he wrote: “It is necessary to build in the central district of Kiev a State Republican Literary Museum-repository, providing reading rooms, safes for storing classical manuscript heritage, the most modern book depositories.” Another letter dated January 2, 1966 to the Chairman of the Council of Ministers of the USSR V.V. Shcherbitsky: “It is most expedient to use for the museum an ancient room on the territory of the Sofia Reserve, which is now occupied by the Central Historical Archive of the USSR (Vladimirskaya, 22-a). The Board of the Writers' Union of Ukraine asks the Council of Ministers of the Ukrainian SSR: 1) to adopt a resolution on the establishment of the State Museum of Ukrainian Literature and Art; 2) to approve the structure and states of the State Museum of Ukrainian Literature and Art; 3) to fix the premises of the Central State Historical Museum to the State Museum of Ukrainian Literature and Art the archive of the USSR (Vladimirskaya, 22-a), which is now being released”.

On July 27, 1967, by order of the Head of the Archive Department under the Council of Ministers of the USSR, the Central State Archives-Museum of Literature and Art of the USSR was opened on August 1, 1967 and was placed in the premises of the Central State Historical Archive USSR in the city. In the same order it was noted that the directorate of the archive-museum conducts its work in accordance with the Regulation on the Central State Archives-Museum of Literature and Art of the USSR, and the staffing was recommended to be done gradually within the framework of the staffing table in agreement with the Arsars Management under the Council of Ministries of the USSR.

According to the staff composition approved on July 31, 1967, the administrative and management staff of the archive-museum consisted of 3 units, the department of procurement and accounting of documentary materials - 4, the department of funds - 3 staff units. For the further work of the institution by the Resolution of the Council of Ministries of the Ukrainian SSR on August 27, 1968. No. 451 The Archival Administration under the Council of Ministers of the USSR, in agreement with the Ministry of Culture of the USSR and the creative agencies of the republic, was instructed to approve the Regulation on the Central State Archives-Museum of Literature and Art of the USSR. The proposal stated: to establish that all documentary materials provided by Ukrainian literature and art will be collected in the Central State Archive-Museum of Literature and Art of the Ukrainian SSR.

In order to revise the Regulations on Museum Archives on September 25, 1968. S.D.Pilkevych instructed I.L.Butych, M.G.Savchenko and L.A.Protsenko to “finally edit, taking into account some comments, and submit this document for approval by November 1”. November 28, 1968 by order of the Head of the Archival Department meeting with the Council of Ministers of the USSR S.D.Pilkevich in agreement with the Ministry of Culture of the USSR and the creative sources of the republic — writers, composers, architects, artists and cinematographers v — The regulation on the Central State Archives-Museum of Literature and Art of the USSR was approved.

Among the first employees of the CDAMML of Ukraine in 1967 were: S.D.Popel, M.I.Filonenko, K.I.Yermolenko, S.I.Zabuzhko, I.S.Akopova, M.P.Novichenko, G.V.Pankivska, G.S.Mikhnushova. In the process of commissioning, which became the main work in the archive-museum, in 1967 845 kilograms of archival documents and 4,236 books of book editions were sent to the state collection.

Since 1991, the year of the proclamation of independence of Ukraine, the archive-museum began to be actively equipped with documents of Ukrainian diaspora figures. The geography of literary and artistic relations of the CDAMMLM of Ukraine reached not only neighboring states, such as Russia, Latvia, Belarus, but also countries far abroad: Australia, Brazil, USA, Canada, Germany, France, Great Britain, Czech Republic, Bulgaria, etc. Over 15 years, more than 60 personal funds have been formed on the basis of documents received from abroad.

A separate structural division of the TsDAMLM of Ukraine is the department “Literary and Artistic Pluits”, which is located at: Kyiv region, Obukhiv district, village Plyuty (former literary and memorial museum of playwright O. Korniychuk and writer V.Vasilevskaya).

Since 1992 the archive has a modern name — Central State Archive-Museum of Literature and Art of Ukraine.
