The initiative of the establishment belongs to its head — one of the founders of the Ukrainian electronic scene Ivan Moskalenko (DJ Derbastler), the idea of form and content — to the famous culture tracker, director of the Kyiv City Center for Folk Creativity and Culturological Studies Fedir Balandin. Chief Scientific Advisor Mykhailo Kalnytskyi, a famous Kiev scholar and researcher, became the museum. The Department of Culture of the Moscow State Administration stressed that, being a complete work of art, the record needs to be preserved and studied. The plans of the museum include expansion, cultural explorations and expeditions dedicated to various aspects of the musical culture of Ukraine and the world.
